Russian Ministry of Industry Proposes to Extend Recycling Program
OREANDA-NEWS. Russian Ministry of Industry and Trade has made a proposal to the government to extend the car scrappage program for three years. The issue was not resolved finally, but the department is working in this direction. According to sources of "RBK", there is no new program yet, as the sequence of such decisions presumes at first the principal approval of the proposals, and only then we can start to discuss numbers.
According to sources, the Ministry of Industry and Trade based its proposal on the practice of European countries, besides, three-year term of the program corresponds to the period of budget planning in Russia. The three-year state support will prevent failures in car sales, manufacturers believe. The continuity of the program is particularly relevant for commercial organizations, which by virtue of legal nuances can take part in it only in 1.5 months after its start.
The existing scrapping program was launched by authorities in September, it will last until the end of 2014 and it is designed for 170 thousand cars. It is expected that it will be allocated for it 10 billion Rubles from the budget. For the delivery of the old car to the scrap, the discount on a new one is 50 thousand rubles, trucks and buses - up to 350 thousand rubles. According to trade-in - it is 40 thousand rubles and 300,000 rubles, respectively. The program involves 15 automakers.
Head of Ministry of Industry and Trade, Denis Manturov, talked before about the possibility of extending of the recycling program for the following year. The parameters of the new program, he did not name. Also, the source of "RBK" in the government said that it is solved the issue of increasing of the amount of funding of the current program for another 5 billion Rubles.
