Compulsory Regulations in Sovetskaya Gavan Seaport Established
OREANDA-NEWS. November 14, 2014. By Mintrans of Russia Order No. 224 Compulsory Regulations in Sovetskaya Gavan seaport were established.
New compulsory regulations in Sovetskaya Gavan seaport establish:
- rules regulating entry, navigation, including navigation in ice, moorage and departure of vessels from the seaport;
- rules of navigation on approaches to the Sovetskaya Gavan seaport in the area of Vanino seaport vessel traffic control system coverage, including the limits of coverage description;
- rules for environmental safety assurance, quarantine observance in Sovetskaya Gavan seaport;
- rules of special means of communication usage on the territory of the seaport and in its waters.
The compulsory regulations in Sovetskaya Gavan seaport also include information about:
- the territory of obligatory and non-obligatory pilotage in Sovetskaya Gavan seaport;
- coordinates of anchorage, anchor berths, roads and roads for cargo transshipment;
- technical facilities of Sovetskaya Gavan seaport in a part of vessels acceptance;
- minimum quantity and power of tow boats needed for vessels mooring in the seaport;
- hazardous goods processing;
- A1 and A2 sea areas borders for Global Maritime Distress and Safety System and for safety assurance;
- the seaport facilities in the area of vessels acceptance;
- navigational and hydrometeorological information transfer to masters of vessels staying in Sovetskaya Gavan seaport, and information transfer in case of a threat of unwarranted interruption in the seaport,
and other information regulated by normative legal acts of the Russian Federation in the field of merchant shipping.
In comparison with the previous compulsory regulations dated 01.12.2006 acting in Sovetskaya Gavan seaport approved by FGI “AMP Vanino”, the new document version is totally revised and adjusted to the standard requirements for the structure and content of the seaports compulsory regulations approved by Mintrans of Russia.
Among other things, the new compulsory regulations establish obligatory pilotage in Sovetskaya Gavan seaport only for vessels with gross tonnage of more than 10 000 register tons.
Moreover, in comparison with the previous compulsory regulations, its new revision prohibits moorage at wind velocity of more than 11 m/s, except for situations on a vessel board or at a berth with a moored vessel when there is a threat for man’s life or health, damage to and (or) destruction of the property, and during unsafe moorage at the berth or anchorage.
The Order of Mintrans of Russia about approval of compulsory regulations in Sovetskaya Gavan seaport will come in force in accordance with established procedure in 10 days after its official publication.
