FAS Opens Workshops on Administrative Law
OREANDA-NEWS. November 13, 2014. Under the framework of the Cooperation Agreement, the Financial University under the Government of the Russian Federation and the Federal Antimonopoly Service (FAS Russia) opened hands-on workshops on Administrative Law: “Proceedings on Administrative Cases Subordinate to FAS”.
The Antimonopoly Service was represented by Deputy Head of Legal Department, Alexei Kryukov, and the Head of the Department for Financial Markets Control, Olga Sergeeva.
FAS officers stated that competition protection is a norm under the Constitution of the Russian Federation and informed the audience about the basic areas of the work of the antimonopoly authority.
They also discussed changes to the Code on Administrative Violations.
Olga Sergeeva and Alexei Kryukov highlighted important FAS cases on anticompetitive agreements on the market of vehicle insurance, etc.
On 11 - 13 November, classes at the Department will be given by Olga Sergeeva and her Deputy Irina Smirnova.
Classes are organized by the base Department - “the Federal Antimonopoly Service” at the Financial University under the Government of the Russian Federation.
“The Federal Antimonopoly Service” Department was opened in September 2012 in accord with the decision of the Academic Council of the Financial University under the Government of the Russian Federation of 3 July 2012 (No.25 Protocol) and is the base Department of the Federal Antimonopoly Service at the Financial University. Establishing the Department is the result of productive cooperation between the Financial University and FAS under the Agreement on Cooperation signed on 25th November 2011.
The scope of Department capabilities is directly related to the capabilities of FAS and its regional bodies, which allow moving to a new quality of cooperation under the framework of the Agreement, the main result of which will be training highly skilled specialists on competition policy.
The Department objectives are determined by FAS and the Financial University based on the needs to train skilled staff in the field of antimonopoly regulation, where lawyers and economists are equally in demand.
The main objective of the Department is to form an understanding of free competition as an integral condition for efficient market performance, increasing consumer well-being and competitiveness of Russian economy.
The Head of the Department is Andrey Kashevarov, Deputy Head of the Federal Antimonopoly Service, a holder of a doctorate degree in Economics, a Merited Economist of the Russian Federation.
