OREANDA-NEWS. November 07, 2014. The Federal Antimonopoly Service (FAS Russia) initiated a case against “UGMK-Telecom” Ltd. and “Kuzbasszyazugol” Ltd. The companies’ actions had signs of imposing economically and technologically unjustified tariffs for the connection services at the zonal level concluding contracts on connecting telecommunications networks and their interaction (Clause 3 Part 1 Article 10 of the Federal Law “On Protection of Competition”).

The lump sum payment for organizing a connection point providing a possibility to set 30 telephone connections (PCM) in the digital channel 2048 Kbit/s was 300,000 RUB instead of 30,000 RUB.

Earlier FAS received a petition from “Continental” Ltd., an operator of international and long-distance telephony, constructing one’s own network of international and long-distance telephony in the Sverdlovsk and Kemerovo regions.

FAS warned the companies to stop the above actions by fixing economically and technologically justified rates for the connection services at the zonal level in the contracts on connecting telecommunications networks in the Sverdlovsk and Kemerovo regions under the conditions of the state regulation. “UGMK-Telecom” Ltd. and “Kuzbasszyazugol” Ltd., however, informed that executing the warnings is impossible.

The case is scheduled on 8th December 2014.
