E4-SibCOTES Develops Omsk Heat Supply Scheme
OREANDA-NEWS. Specialists of OJSC E4-SibCOTES developed the heat supply scheme for Omsk up to 2030.
The scheme presents comprehensive data on all existing heat supply sources. The perspective heat load is determined for the period till 2030 and accounts for 985 Gcal/h. Omsk plans to put 10 mln. m2 of residential area and 3 mln. m2 of business, social and production area into operation.
Two options for the development of heat supply system in Omsk were considered.
The first scenario is based on the optimal load of existing sources with combined power generation, the construction of new heating mains and the development of heat supply from CHP-4 plant to the left city bank.
The second option considers the construction of new CHP-6 plant to meet a future heat demand of the left bank.
According to Vladimir Pulny, the Head of Energy Audit and Fuel Utilization Department of OJSC E4-SibCOTES, the first scenario is found to be more perspective and efficient. It requires considerably less capital investments (by 30 billion rubles) than the second option. It allows Omsk to achieve better efficiency targets of the heat supply.
The project of the heat supply scheme passed a multi-stage examination at public hearings with the participation of the City Council deputies, representatives of the Regional Construction Ministry, the Housing and Utility Sector, resource providers, operating units of the RF Ministry of Energy, the Federal Tariff Service, the Power Production Council and the Market Council.
Omsk heat supply scheme for the period up to 2030 is approved by order #630 of the Ministry of Energy as of September 30, 2014.
