OREANDA-NEWS. November 06, 2014. Adoption allowances will be paid starting from January 2015. It has been reported by Deputy Prime Minister of Kazakhstan on issues of human development Gulshara Abdykalykova during the conference "Development of child-friendly justice in the Republic of Kazakhstan" dedicated to the 20th anniversary of Kazakhstan's ratification of the UN Convention on the Rights of the Child.

"Today, Kazakhstan is home to more than 5 million children. This is almost a third of Kazakhstan's population. And this figure continues to grow. Over the past 10 years, the birth rate in Kazakhstan increased by 1.3 times. Given the demographic growth of the child population, the Government is doing a systematic work on protection of children’s rights, providing them with necessary assistance," G.Abdykalikova said in her welcoming speech.

According to her, there are several kinds of payments for all families with children. "Childbirth benefit, child benefit until a child reaches 1 year, disabled child raising allowance. Today there are such payments as guardian's allowance, allowance to guardians, foster parents. As a result, the number of orphans has decreased by almost 10 thousand in the last 5 years. In addition, a one-time state adoption allowances will be paid from January 2015," she added.

The event was also attended by Chairman of the Supreme Court of Kazakhstan Kairat Mami, Chairman of the Constitutional Council of Kazakhstan Igor Rogov, Justice Minister Berik Imashev, Deputy Minister of Internal Affairs Rashid Zhakupov.

From international organizations - Ambassador Aurelia Bouchez, head of the European Union to the Republic of Kazakhstan, UNICEF Representative in Kazakhstan Kukita Joon, a member of the UN Committee on the Rights of the Child, juvenile judge Rinat Winter, as well as representatives of other international institutions.

"In order to improve justice for children and the child protection system, the Government of the Republic of Kazakhstan, together with the European Union and the children's fund UNICEF, signed a three year program. There are 20 thousand children live in more than thirteen thousand adverse families. Every year about one thousand parents deprived of parental rights," G.Abdykalikova said.

She stressed that all of these challenges require systemic measures of state and society. "Currently, the Government is developing the National Plan of activities to strengthen family relationships, moral, ethical and spiritual and moral values in the Republic of Kazakhstan from 2015 to 2020. The plan includes measures aimed at protecting the rights and interests of children, maternity protection, social responsibility of business, to support people with disabilities, as well as for persons in difficult situations," Deputy Prime Minister concluded.
