Disclosing Dual Citizenship or Foreign Residency Permit by RF Citizens
OREANDA-NEWS. November 06, 2014. On 4 June 2014, the president Vladimir Putin signed Federal Law on Russian Federation Citizenship and legislative acts requiring Russian citizens with foreign passports to report their second citizenship or foreign residency permit to the Federal Migration Service (FMS) with the announced deadline.
Those Russian citizens with multiple passport or foreign residency permits permanently living outside Russia will have to report themselves within 60 days of their first visit to Russia.
This obligation is also applicable to Russian citizens with foreign residency permits, both temporary and permanent ones. Only those Russian citizens permanently living outside the Russian Federation are released from the obligation to disclose information to the FMS in case their permanent residence outside Russia is registered by the FMS.
The official reception of notifications started on the 17th of August when the reporting procedure came into force. Russian citizens with dual citizenship or foreign residency permit could notify the FMS by Russian Post or in person. As reported by the FMS, until the deadline over 553 thousand Russians reported their dual citizenship or foreign residency permit.
Failure to register or late registration will constitute an offence punishable by a fine of up to 200 000 rubles or up to 400 hours of community service.
