OREANDA-NEWS. October 28, 2014. Stavropol OFAS found that Mikhailovsk Town Authority and “Mikhailovsk Public Utilities” Municipal Unitary Enterprise fixed and maintained monopolistically high prices for garbage disposal services.

The Office of the Federal Antimonopoly Service in the Stavropol region (Stavropol OFAS Russia) received a complaint from residents of Mikhailovsk, Shpakovsky District, the Stavropol region. It attracted attention of the antimonopoly body to a Decree of Mikhailovsk Town Authority, which specified the costs of services of “Mikhailovsk Public Utilities” Municipal Unitary Enterprise for solid household waste disposal in 2014. “Mikhailovsk Public Utilities” has the dominant position among other organizations in the town involved in solid household waste disposal.

According to the Decree, residents of private houses must pay 122 RUB 58 kopeks per person for the services. The price was several times higher than the price for the identical services provided to the residents of apartment blocks in the town.

Stavropol OFAS Russia found that Mikhailovsk Town Authority and “Mikhailovsk Public Utilities” exercised actions aimed at fixing and maintaining monopolistically high prices for the service (Clause 1 Part 1 Article 16 of the Federal Law “On Protection of Competition”) and issued a determination to abolish normative legal acts, under which the price of services for solid household waste disposal in Mikhailovsk was increased in 2014.
