State-Owned Companies Will Be Obliged to Buy Domestic Cars
OREANDA-NEWS. The Government is preparing a full ban for state-owned companies to buy the imported vehicles, products of metallurgy and heavy engineering. The idea will be implemented through the directive for government representatives on boards of directors and changes in corporate procurement regulations. You can bypass the restrictions through leasing schemes and by proving that the relevant products are not produced in Russia, wrote the newspaper "Kommersant".
Source among Automobile Manufacturers said that officials in September guaranteed stagnant industry a ban on the purchase of imported equipment by state companies. It will reflect differently on different brands. The representative of Audi, Alex Kozhuhov, says that there is no exact share of sales for state-owned companies, but the overall percentage of sales to entities - is about 30%, while the share of corporate clients of model A8 - is 50%. Head of Corporate Communications of "Mercedes-Benz RUS" (there is no production in Russia) Andrey Rodionov believes that the directive does not affect the sales of the brand, because at the state-owned companies they have no more than 1% share. Director of the automotive practice PricewaterhouseCoopers Sergey Litvinenko believes that in conjunction with other measures of support the directive will be "quite effective, especially for commercial vehicles segment."
State-owned companies reacted quite calmly to the ban; they troubled most of all about restrictions on specialized equipment and reliability of Russian products. "KAMAZ from year to year has the uneven quality", - say in "Transneft ". - "For someone in Moscow the choice between "Volga" and "Mercedes" - is a matter of personal ambition, and for the builder in the Evenki or Yakutia - it is a matter of life or death. "RusHydro" reported that they buy not vehicle but transport services by vehicles assembled in Russia, services for special vehicles of foreign manufacture are purchased only if there are no Russian analogues. "Rosteh" reported that they supported the government's decision. However, for example, a source close to the board of directors of "Aeroflot", considers that such interference in the commercial activities of the carrier can reduce its capitalization.
