FAS Discusses Investigations of Violations of Antimonopoly Law in CIS
OREANDA-NEWS. October 20, 2014. In 2015, the Headquarters shall start investigating the market of economy housing construction and production of aggregates.
Deputy Head of the Federal Antimonopoly Service (FAS Russia), Alexei Dotsenko chaired the 26th session of the Headquarters on Joint Investigations of Violations of the Antimonopoly Law in the CIS Member-States, that took place in Kirgizia.
Participants discussed proposals of the antimonopoly bodies of the CIS Member-States on prospective areas of the Headquarters’ efforts in the near future.
In 2006, when the Headquarters was formed, it studied the markets of passenger air transportation, telecommunications and food products sales through trading networks. Reports drafted on the findings of those studies were highly praised by the Council of the Heads of the CIS Governments. Implementing the Report proposals towards developing competition has already translated in positive changes on these markets.
In November 2014, the Council of the Heads of the CIS Governments will discuss a new Report – on the results of studying pricing on the oil and oil products markets. In the near future a report on a large-scale research of the pharmaceutical markets of the CIS Member-States will be submitted to CIS Executive Committee for considering in accord with the established procedures.
On 15th October 2014, the Headquarters determined the priority markets for its investigations: economy housing construction and aggregates production. The Headquarters will research compliance with the antimonopoly law in granting subsidies to agricultural producers.
The Headquarters will start these investigations in 2015, when it also plans to complete the study of the state of competition on the CIS grain market. FAS is already asked to form sub-groups for representatives of the antimonopoly authorities of the CIS member states under the frames of the Headquarters, and devise methodological approaches and guidelines for these studies.
The results of the Headquarters’ work will be reported at the 41 session of the Interstate Council on Antimonopoly Policy (ICAP) in Kirgizia.
