FAS, Ministry of Commerce of China Sign MoC
OREANDA-NEWS. October 20, 2014. At the 19th Regular Meeting of the Head of Russia and China at the House of Government of the Russian Federation signed the Memorandum of Understanding in antimonopoly field between the Federal Antimonopoly Service (FAS Russia) and the Ministry of Commerce of the People’s Republic of China.
On behalf of Russia, the Memorandum was signed by the Head of FAS Igor Artemiev, on behalf of China – the Minister of Commerce, Gao Huсheng.
The Memorandum defines the main areas and forms of cooperation between Russian and Chinese antimonopoly bodies to control economic concentration. The Memorandum will also facilitate expanding cooperation in antimonopoly enforcement.
According to the Head of FAS Department for International Cooperation, Lesya Davydova, the Memorandum on cooperation is the second important inter-agency documents signed by FAS with the antimonopoly bodies of China. Earlier cooperation took place under the frame of the Agreement between the Government of the Russian Federation and the Government of the People’s Republic of China on cooperation in combating unfair competition and antimonopoly policy of 25th April 1996; the State Administration for Industry and Commerce (SAIC) is responsible for implementing the Agreement in the People’s Republic of China.
FAS cooperates with the Ministry of Commerce of China since 2009. In this period, FAS and the Antimonopoly Bureau of the Ministry of Commerce of China held annual meetings. Representatives of the two antimonopoly bodies took part in international events organized by the parties, particularly under BRICS format.
