GSTI of Moldova Cancels "Tax Visit to New Enterprises”
OREANDA-NEWS. October 20, 2014. This will be done by the order of the Prime Minister Iurie Leanca, who demanded from the GSTI to cancel before November 1, all required visits to the heads of newly established enterprises from the date of their registration and prior to the issuance of the first financial report.
As it was reported by the Secretariat of the Economic Council at the Prime Minister, therefore, GSTI will review its internal regulatory framework and will exclude all visits to the heads of newly established enterprises for the period from the date of their registration and prior to the issuance of the first financial report.
As a result the informational and advisory functions of GSTI will be fulfilled only on the demand of economic agents, and the decision on the “Tax visits” will be based on the principle of risk assessment in case of each individual enterprise. The proposal fits with the actions taken by the Secretariat of the Economic Council at the Prime Minister to improve the business climate in Moldova and to ensure effective functioning of the system of registration of enterprises via "single window" principle.
As it is noted, in May 2014, the Prime Minister Iurie Leanca has demanded from the General State Tax Inspectorate, the National insurance, the National social insurance Fund and the National Bureau of statistics to cancel the indication under which the creation of new enterprises required additional registration in the territorial offices. Despite the fact that these institutions obeyed the injunction, GSTI to require the heads of newly established enterprises to be present in the office for so-called "Tax information visit".
The Secretariat of the Economic Council at the Prime Minister stressed that the ultimate goal of the reforms at the stage of registration of business is to complete elimination of useless bureaucratic procedures, minimizing the time of registration and the provision of economic agent with possibility to begin their work, without loss of time for additional visits to public institutions as a pre-requisite.
