OREANDA-NEWS.  October 16, 2014. Arkhangelsk hosted a research workshop focused on legal changes and the experience of Russian regions in the public sector reform after 2004, which was organized as a part of the international project BUDRUS: Local Government Budgeting Reforms in Russia: Implications and Tensions.

The workshop was held by the Norway research council featuring experts from Denmark (Copenhagen Business School), Norway (Nordland University Business School), the USA (University of Illinois), Finland (University of Tampere) and Russia (Voenmech Baltic State Technical University, Murmansk State Technical University, Northern (Arctic) Federal University and MGIMO University of the RF Ministry of Foreign Affairs).

The workshop program included presentations of Russian experts and speakers from the public authorities and public sector organizations of the Arkhangelsk Region, as well as lectures and reports by the project participants from Russia and abroad.

The workshop was attended by Leonid Ivanovsky, Director for Management Consulting Practice of BALT-AUDIT-EXPERT (Energy Consulting Group), who presented the report Coordination of the Strategic and Budget Planning Processes on the Level of a Constituent Entity of the Russian Federation (Saint Petersburg Case Study)".

In his speech Leonid Ivanovsky cited the key development results and outlooks of BALT-AUDIT-EXPERT regarding the Russian practice of using the normative approach to budget planning, its integration with strategic planning and maintenance of living standards at the level of a constituent entity of the federation. The report highlighted new ideas in the coordination of strategic and budget planning processes to ensure a balanced social and economic development of the constituent entity, offered the approaches to building a hierarchy of living standards in line with the strategic goals of the region development.

The report was followed by an animated discussion. Foreign and Russian experts emphasized the significance and scale of the problems raised by Leonid Ivanovsky and the quality of the solutions offered.
