OREANDA-NEWS. October 02, 2014. During an extended meeting on cluster initiatives, organized by Autonomous Non-Commercial Organization Social Procedures Center “New Industrialization”, First Deputy Chairman of the Government of Omsk Region V.U. Sinyugin and the President of NP “Center of Innovations”, Chairman of the Board of Directors of CJSC “GC “Titan” M.A. Sutyaginsky made presentation of territorial-industrial cluster “Biocomplex”.

The event, which was held within the framework of VIII Samara Interregional Economic Forum “Cluster Policy – Base of National Economy’s Innovative Development”, was attended by Plenipotentiary at the President of the Russian Federation on Protection of Entrepreneurs’ Rights, Chairman of Supervising Council of Non-Commercial Organization Social Procedures Center “New Industrialization” B.U. Titov, responsible officials from Apparatus of the Government of the Russian Federation, Ministry of Economic Development, Ministry of Industry and Trade of the Russian Federation, Social Chamber of the Russian Federation, and also representatives of business society.

The meeting was conducted as an open, public and comprehensive discussion of the five presented cluster initiatives from subjects of the Russian Federation, which passed preliminary selection.

In his speech V.U. Sinyugin mentioned the fact, that “Biocomplex” is a serious point of growth for Omsk region. As a consequence of the project’s realization, will be created unique anchor enterprises of deep processing of renewable feedstock, which will give impetus for establishing of an integrated network of small and medium business enterprises, generation of new jobs, which is especially important for rural territories. Besides, First Deputy Chairman of the Government of Omsk Region stressed the fact, that Territorial-Industrial Cluster “Biocomplex” is a good starting point for further self-development of the region, the Government of Omsk Region supports all actions on its creation and functioning.

Continuing the presentation of Territorial-Industrial Cluster “Biocomplex”, M.A. Sutyaginsky mentioned major aims of the cluster, such as manufacturing of competitive products and creation of comfortable conditions for living. Among the key factors of success of the project, the top-manager of GC “Titan” mentioned natural advantages of Omsk region, the fact that the project is already being realized, uniqueness of line of ready products, aimed at import replacement, availability of base infrastructure. In conclusion M.A. Sutyaginsky mentioned the fact, that “the project is promising, should be used for replication and allows careful use of resources”.
Having discussed the project, the experts came to universal conclusion, that Territorial-Industrial Cluster “Biocomplex” is an acute and elaborated business-project with quite determined financial and economical elements. In particular, B.U. Titov expressed opinion, that the project is aimed not only at import replacement, but also is export-oriented, and this circumstance makes it even more interesting. Besides, experts claimed that the presented project is open from the point of view of availability of inter-cluster cooperation.

As a consequence of the meeting on cluster initiatives, one unambiguously supported the project on expert level and expressed unanimous opinion that in October the project will be examined during a meeting of Supervising Council of Non-Commercial Organization Social Procedures Center “New Industrialization”. Its positive outcome will be methodical and organizational support to initiators of Territorial-Industrial Cluster “Biocomplex” on all stages of the project’s development and further composition of a list of orders from the Government of the RF on realization of the program of the territorial-industrial cluster.
