Pertamina Applies Closed Distribution of Subsidized Diesel Fuel
OREANDA-NEWS. October 02, 2014. PT Pertamina (Persero) launched Fuel Card as development of Survey Card that had been successful in controlling the distribution of subsidized diesel fuel in Batam.
The launching of Fuel Card was done by Pertamina Trade and Marketing Director Hanung Budya together with Bank BRI Consumer Business Director A. Toni Soetirto and witnessed by Director of Downstream Oil and Gas Business Empowerment, Heri Poernomo, and other officials from the Batam City administration.
Hanung, in his remarks, said that Fuel Card was part of the development of the control system which had previously been implemented in Batam City by using Survey Card. Based on the company’s evaluation, he continued, in the period of March-June this year, the use of Survey Card had helped the company to distribute subsidized fuel more accurately and in reasonable volume so it had minimized the potential of subsidized fuel misuse.
“Survey Card has made Batam City one of examples of area that successfully controls the distribution of subsidized fuels, particularly diesel fuel. Learning from the success of Survey Card, today, Pertamina, in collaboration with Bank BRI, launches Fuel Card which is the development of manual Survey Card which has been used as a non-cash payment tool,” Hanung said.
The success of Survey Card, which was currently transformed into Fuel Card, was not possible without the support of the Batam City administration and the Riau province administration through the issuance of the Survey Card Implementation Support Letter from the energy and mineral resources (ESDM)-industry and trade agency (Disperindag-ESDM) of Batam City and a letter from the Mayor of Batam City about the restriction of subsidized fuel consumption in Batam City. With such support, the use of Fuel Card could run well and brought maximum result.
Fuel Card could be one of models of closed distribution of subsidized fuels. Through, Fuel Card, the data of subsidized fuel consumption could be recorded so that the government could monitor and ensure that subsidized fuels were distributed accurately. The limitation of the amount of fuels that could be bought by consumers was set by the regional government. Fuel Card could not be illegally counterfeited and copied so one card could only be used for one vehicle.
The launching of Fuel Card, coming from the collaboration between Pertamina and Bank BRI, was a real contribution of the two companies in promoting Non-cash Movement that had been initiated by Bank Indonesia. BRI Consumer Business Director A. Toni Soetirto said that the launching of the electronic money card was the form of BRI’s solid service to customers that used subsidized fuel as well as promoting effective and efficient subsidized fuel consumption without cash.
In addition to Batam, Pertamina was committed to develop the Fuel Card program to other areas with the same characteristic with the Batam City, such as Belitung, Tarakan, Bintan and Tanjung Pinang. Starting from 1 September, those areas had applied manual Survey Card as an initial step. Then, the same mechanism could also be implemented in Bali and the whole Java island.
