RF Integrates Crimea in its Oil Products Markets
OREANDA-NEWS. September 26, 2014. The issue was discussed by the Head of the Department of the Federal Antimonopoly Service (FAS Russia) for Control over Fuel-and-Energy Complex, Dmitry Makhonin, addressing a Business-Forum in Alushta, the Republic of Crimea.
Other issues at the Forum focused on efficient purchasing of oil products at SPIMEX, building up the optimal logistics of supplying oil products to Crimea and hedging price risks.
Dmitry Makhonin described the main legislative initiatives of FAS Russia on improving fuel-and-energy markets, the most controversial issues of market performance, the pricing system, and the most typical violations of the antimonopoly law in this field.
He pointed out, in particular, that under the frame of executing the orders of the Government of the Russian Federation, FAS organized price monitoring for oil products in the Republic of Crimea and Sebastopol. “Currently, the costs of oil products in the Crimean Federal District are getting closer to the average Russian figures. At the same time, the issue of logistics of supplying oil products remains unresolved. Majority of them are delivered to the peninsula by railway transport through Kerch ferry crossing, which is rather costly and considerably affect retail prices. At the same time, a cheaper product delivery – sea freight is not properly established”, emphasized FAS representative.
