OREANDA-NEWS. September 19, 2014. FAS found that “Mosgortrans” State Unitary Enterprise violated the antimonopoly law in the part of creating preferential conditions for a bidder (Clause 2 Part 1 Article 17).

The Commission of the antimonopoly authority established that the company’s auction documentation had contained some technical requirements to the products and the deadlines for their delivery that could have restricted competition among manufacturers of low-floor city buses.

At the same time, in the course of the investigation, “Mosgortrans”, following FAS recommendations, excluded all provisions from the documentation that could have restricted competition and created preferential conditions for a particular bidder.

“In view of that circumstance, the FAS Commission did not issue a determination to eliminate the antimonopoly violation”, said the Head of FAS Department for Control over Industry and Defence Complex, Maxim Ovchinnikov. “The antimonopoly authority looks positively at the actions of government agencies and economic entities that undertake efforts to improve practices of competitive bidding procedures to ensure equal competition between participants”.
