Kazakh Cabinet Discusses Development of Oilfield Industry
OREANDA-NEWS. September 18, 2014. Prime Minister Karim Massimov has chaired cabinet meeting, where measures to improve the investment climate, as well as the issues of development of oilfield service industry were discussed.
Members of the Government discussed recommendations of the experts of the American Chamber of Commerce to improve the investment climate in local content, licensing and environmental charges. Minister of National Economy Y.Dossayev, Energy Minister Vladimir Shkolnik, Vice Minister for Investment and Development E.Sagadiyev delivered reports.
They informed about development of a set of measures to reduce administrative barriers for foreign investors. In particular, E.Sagadiyev noted that the system of control over purchasing, directly related to development of local content is "overly bureaucratic". However, Vice Minister considers "with its modernization, offsetting the negative elements, it is necessary to keep the positive." Among the latter E.Sagadiyev named publication of long-term procurement plans, their implementation on an electronic platform with contest. Along with this, Vice Minister outlined a number of proposals aimed at improving the system of procurement for strategic enterprises and mineral developers.
Head of National Economy Ministry Y.Dossayev reported that the Ministry revised the requirements for licensing in the field of construction. Minister stressed that now "same requirements are made to obtain a license in the field of architecture, urban planning and construction to foreign individuals and Kazakhstan business entities."
In addition, Y.Dossayev noted that draft law "On self-regulatory organizations" will be developed until the year-end, and it will cause additional reduction of permits in areas where they are to be created.
Minister for Investment and Development A.Issekeshev, Minister of National Economy Y.Dossayev, Vice Minister of Energy M.Mirzagaliyev, leaders of the association "KAZENERGY", the National Chamber of entrepreneurs reported on development of the oilfield services industry.
Following the meeting, the Prime Minister gave instructions to relevant state agencies.
