OREANDA-NEWS. September 08, 2014. More than 140 people addressed Astana’s Akimat on the first day of legalization of money and property in. It was announced by Vice Minister of Finance of Kazakhstan Ardak Tengebayev at a briefing in Central Communications Service under the President of Kazakhstan in "Kazmediacenter."

"Although legalization lasted only three days, we can already talk about the interest of population. More than 140 people addressed the Akimat in Astana, more than 70 people - in the Aktobe Region," A. Tengebayev said.

Vice Minister also said that a special code of the state classifier for transfer of funds - 206110 has been opened for legalization of funds.

A. Tengebayev reminded what property is subject to legalization and legalization procedure.

We should remind you that, the legalization of money and property is held from September 1, 2014 until December 31, 2015.

The Ministry of Finance explained what documents are necessary to legalize the property located on the territory of Kazakhstan and abroad.

"To legalize the property located on the territory of Kazakhstan, it is necessary to apply to the Commission for legalization under local Akimats. To perform this procedure, one must submit an application and a copy of the identity card. And in the case of real estate legalization, a certified expert opinion on the conformity of the object to building norms, as well as technical data sheet of the property are additionally provided," Ardak Tengebayev said.

To legalize the property located outside of Kazakhstan, it is necessary to apply to the Commission, created by the territorial subdivisions of the State Revenue Committee of the Ministry of Finance.

"One should submit an application, a copy of the identity card, but for real estate located abroad and share in interest - a notarized copy of the title document to this commission. By securities - a document confirming the right of ownership," he added.

In addition, it is necessary to provide a proof of the original cost. If not, then - a document confirming the estimated value of the property and provide a copy of the receipt confirming payment of the fee for legalization of property, he said.

According to A. Tengebayev, the Ministry of Finance is having difficulty in giving a forecast for revenues in the state budget at the expense of the property legalization.

He noted that, for example, in 2006-2007, about 60 billion tenge was funneled to the budget through fees for legalization. "But the projected income by this third legalization is very hard to believe, because the law provides a lot of tools, and when they are used, legalization fee is not paid," Vice Minister of Finance said.

"As regards supposed legalization of real estate located abroad, and the dues are required to be paid, unfortunately, there is less information on it. Now, it is very difficult to predict revenue collection for legalization," he added.

"But we assume that once the government gave ample opportunities for using legalized money, after all charges should fall in the minimum amount," A. Tengebayev summed up.

Campaign to legalize property applies not only to people with higher incomes, Vice Minister of Finance Ardak Tengebaev said.

"An opinion that legalization is aimed at people with higher incomes is wrong, because the shadow economy, according to experts, is about 19.5% of GDP today. And part of the shadow economy accounts for small, medium-sized businesses, some part falls on the big businessmen," A.Tengebayev said.
