OREANDA-NEWS. August 25, 2014. Khabarovsk Branch of the Bank of Moscow won the tender held by the Khabarovsk Territory Fund of Capital Repair of Apartment Houses. Through this tender, the regional operator selected the bank that will maintain special accounts to accumulate capital repair funds, owned by the regional operator (in accordance with the Housing Code of the Russian Federation).

Such special accounts will accumulate funds of owners who decided at a general meeting to accumulate their capital repair contributions separately for every apartment house, i.e. 1 house = 1 account. In accordance with the Housing Code of the Russian Federation, such account can be owned either by an association of accommodation owners (partnership of accommodation owners (TSZh), Housing Construction Cooperative (ZhSK), or Housing Cooperative (ZhK)) or a regional operator, if decided so by the owners.

In January 2014, a long-term regional programme of capital repairs of common property at apartment houses was launched in the Khabarovsk Territory. It will be coordinated by Non-profit Organization Regional Operator — Khabarovsk Territory Fund of Capital Repair of Apartment Houses. It was established by the Government of the Khabarovsk Territory. The Fund shall arrange and perform capital repairs of apartment houses.

The Bank of Moscow was among the first to enter the market with an integrated offer for the stakeholders of the capital repair system. This offer makes it possible for associations of accommodation owners to accumulate capital repair funds on the most beneficial terms, receiving interest on account balances, and get loans, if necessary.
