Ukraine to Create State Regulatory Service
OREANDA-NEWS. August 22, 2014. The Cabinet of Ministers of Ukraine shall adopt a decision on demonopolization of the [property] assessment market and on establishment of the State Regulatory Service of Ukraine. The Prime Minister of Ukraine Arseniy Yatsenyuk informed at the Gov’t meeting.
He recalled that during Viktor Yanukovych’s presidency “a scheme was designed, in which several firms had the right to estimate, and all the money flew to them only": "My commission has been seeking to be approved long in the corridors of the authorities – for almost five months. They just didn't want to cancel the resolution. Today we will finally liquidate this corruption-based assessment institution".
Besides, according to Arseniy Yatseniuk, at its session the Government will approve the regulation on the establishment of the State Regulatory Service of Ukraine: "The target is to reduce bureaucracy within the country, to shorten the number of regulatory and supervisory functions, cutting the number of officials”.
However, we should preserve the efficiency of the state machinery, "which should focus on the only thing - the protection of human and civil rights".
Moreover, Arseniy Yatsenyuk instructed at the next meeting to submit for consideration of the Government a draft resolution on significant reduction of inspections and regulatory bodies: "In connection with approval of the decision on the establishment of the State Regulatory Service, which is called to address deregulation issues and obtains the authority to cancel the acts of ministries, that don’t comply with the laws of Ukraine, and common sense as well – I ask that at the following meeting the Cabinet of Ministers could adopt a landmark decision on twofold reducing of inspections, supervisory and regulatory bodies".
