OREANDA-NEWS. August 18, 2014. The E-declaration enables to shorten the time and cut down costs required for customs clearance of cargo.

 The decision to introduce the online import declaration was taken by the government of Moldova, which charged the Customs Service with the task of launching the e-declaration for imports at two customs checkpoints, namely Sculeni and Tudora, starting this September. Within the year, filling the e-declaration will be available at all the checkpoints of Moldova.

The resolution by the Cabinet aims to support efforts the Customs Service of Moldova makes to completely free the customs clearance from paper-based documents. Economic agents that will prefer the e-declaration will shorten time and cut down costs required for the customs clearance of their cargo. Besides, their commodities will be placed into free circulation directly from the crossing points.

Under these conditions, the customs costs are reduced thanks to removing the stages of customs clearance typical for paper-based declaration, including transiting goods from the crossing point to the customs terminal; filling the transit declaration in; paying the charge for parking in the customs surveillance zone; paying the charge for the customs seal, paying for copying documents and the customs brokerage.

So, thanks to the e-declaration, the costs will be reduced by more than half. While filling the e-declaration, the declarant will interact with customs officers through the customs information system only and will submit all the documents necessary in an electronic format only.

Avoiding direct contacts with customs officers plays an important role in reducing the corruption risk almost to zero. Up to date, the share of electronic export declarations has reached one fourth in a total volume of Moldova’s exports. This proves that the electronic declaration of imports will have its demand among representatives of business circles of Moldova.
