OREANDA-NEWS. August 15, 2014. The Federal Antimonopoly Service (FAS Russia) terminated an antimonopoly case against “Severo-Zapad” Federal Highway Department, of the Federal Road Agency (“Sevzapupravavtodor” Federal Treasury Institution).

The case was initiated upon a petition of “Russian Fuel Union” Non-Profit Organization about signs of violating the antimonopoly law: concluding a government contract with “Dornadzor” Ltd. that provides for transferring several functions of operational control over public highways of federal importance in the Leningrad, Pskov and Kaliningrad regions to the economic entity.

Having heard the positions of the parties to the case, (the Ministry of Transport, the Federal Service for Transport Control [Rostransnadzor], the Federal Road Agency [Rosavtodor]) and having examined the submitted materials, the FAS Commission concluded that such actions did not constitute a violation and terminated the proceedings.

At the same time, FAS points out that sending letters to road facilities owners that indicate exposed violations of the law of the Russian Federation on road management falls exclusively in the competence of “Sevzapupravavtodor” Federal Treasury Institution and exercising such actions by other economic entities is unlawful.
