OREANDA-NEWS. August 14, 2014. Sviaz-Bank (Vnesheconombank Group) has stepped up efforts to push its new service – opening and maintenance of special-purpose bank accounts in rubles for account owners to raise funds for eventual major repairs of common property – into the country’s regions, including Tomsk Region.

This past July, the Bank’s branch in Tomsk, Siberia, began collaborating with three home owners associations (HOAs) providing housing maintenance services to 433 apartments of a total living space of 22,494.6 square meters. A majority of the residential houses were given over to owners less than ten years ago and for this reason do not qualify for short-term regional major repairs programs.

A special account opened with Sviaz-Bank offers advantages such as free opening and maintenance of the account (when any transactions are conducted in the account over the current month and in the absence of a remote banking service system) and free certification of a signature specimen and seal impression card.

“Now that reforms are going on in the housing and utilities, all managers of home owners associations and housing cooperatives have to save up funds for future major repairs on their properties and safeguard the savings against inflation and to keep all costs as low as possible.
