FAS Initiates Case against Rosrybolovstvo
OREANDA-NEWS. August 01, 2014. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Federal Fishery Agency (Rosrybolovstvo) upon signs of violating the antimonopoly law.
Earlier Rosrybolovstvo issued No. 35-r Order “On Enforcing the Second Session of Russia-Morocco Mixed Commission on Fishery under the Framework of the Agreement between the Government of the Russian Federation and the Government of Morocco on Cooperation in the Field of Marine Fishing of 14.02.2013” and transferred the powers to “Natsrybresource” Federal State Unitary Enterprise for allocating quotas for catching water biological resources in the exclusive economic zone of the Kingdom of Morocco.
According to FAS, such actions of the authority can lead to restricting competition and unfair allocation of quotas, which is contrary to Parts 1 and 3 Article 15 of the Federal Law “On Protection of Competition”.
On 14th February 2013, the Government of the Russian Federation and the Government of Morocco signed the Agreement on Cooperation in marine fishery, under which Morocco enables fishing small pelagic species (sardine, sardinella, mackarel, skipjack, anchovies) in the Atlantic fishing zone of Morocco for the Russian Federation.
