Moldova Approves Amendments to Law on State Budget for 2014
OREANDA-NEWS. July 24, 2014. In particular, the Cabinet of Ministers has assumed the political responsibility before the Parliament for the approval of the draft law on making amendments and agenda to the Law on state budget for 2014, according to which the revenues of the state budget will be increased by 1 million 016,5 thousand lei (+3,9%), from 26 billion 203,8 million to 27 billion to 220.3 million lei, the expenditures - by 1 billion 177,2 million lei (+4,1%) - from 28 billion 606,8 million to 29 billion 784,04 million lei, the budget deficit will grow by 160,7 million lei (+6,7%) – from 2 billion 403 million to 2 billion 563,7 million lei.
In comparison with the already adopted amendments to the Law on the state budget for 2014, which the Parliament had to approve in the first reading, the new amendments, proposed by the Cabinet of Ministers stipulate, inter alia, the allocation of 19.5 million lei for partial compensation of losses of agricultural producers due to the suspension of exports, and 13.4 million lei to the Ministry of agriculture for compensation of expenses related to processing/planting crops incurred by the owners of lands located along the Ribnita-Tiraspol and Dubasari region.
The allocation of funds will be set by the government. Earlier, the government approved amendments to the budget-2014, causing them of the necessity to bring the budget indicators in compliance with macroeconomic indicators, revised in May, taking into account economic evolution, with provision of financial resources to raise additional financial support to pensioners and wage increases in the public sector, the increase in appropriations to cover the state social insurance budget and the definition of priority expenditure programs with their inclusion in the updated estimates of resource framework. Finance Minister Anatoly Arapu noted that estimation of the main income show a reduction of the planned income on certain types of income by 367,2 million lei and the increase of other revenues - by 1 billion 476,1 million lei.
In particular, decrease in planned revenues from excise duties on beer excise duties on cars and cigarettes for 247,7 million lei was registered. At the same time, increased incomes planned under other articles in form of VAT on goods produced in Moldova, penalties and admiringly, net profit of NBM, customs duties and consular fees due to the devaluation of leu. Most of the additional budget expenditures were associated with higher wages in the budget sector.
