Yugra Adopts Road Map for Developing Competition
OREANDA-NEWS. July 17, 2014. The Government of Khanty-Mansiisky Autonomous District – Yugra approved the Action Plan (the “Road Map”) on “Developing Competition in Khanty-Mansiisky Autonomous District – Yugra”.
The “Road Map” reflects the Competition Development Standard devised to enforce Clause 2 of the Federal “Road Map” on “Developing Competition and Improving the Antimonopoly Policy” approved by a Decree of the Government of the Russian Federation of 28th December 2012.
The Action Plan (the “Road Map”) on “Developing Competition in Khanty-Mansiisky Autonomous District – Yugra” was discussed at a meeting between the Head of the Department of the Federal Antimonopoly Service in Khanty-Mansiisky Autonomous District – Yugra (Khanty-Mansiisky OFAS Russia), Nadezhda Igosheva, and First Deputy Governor of Khanty-Mansiisky Autonomous District – Yugra, Alexander Kim.
The parties also discussed materials on the best regional practices, including efforts of the Government of Khanty-Mansiisky Autonomous District – Yugra.
For instance, in the housing-and-utilities service, No.120-rp Decree of the Government of Khanty-Mansiisky Autonomous District – Yugra of 22.03.2013 approved the Action Plan (the “Road Map”) on “Organizing a System of Measures Aimed at Reducing the Time-Limits, Number of Approvals (Permits) in Connecting to the Electric Power Infrastructure in Khanty-Mansiisky Autonomous District – Yugra (2013-2017)”.
The objectives of the “Road Map” is to create favourable conditions for business activities and improving the investment climate; reducing the number and the total time allocation of the procedures necessary to implement investment-and-construction projects; minimize hard-copy paperwork and move state and municipal services mostly in the electronic form on conditions of maintaining comfortable conditions for rendering services.
In the field of construction, No.3271 Decree of Surgut Authority of 19.09.2013 approved the Action Plan (the “Road Map”) on “Improving Legal Regulation of Urban Development and Improving Business Climate in Construction in Surgut”. Its objectives include simplifying the procedures of preparing land plots; optimizing the mechanisms of urban development regulation; reducing the number, total time and expenses for the procedures related to investment-construction projects.
The parties also discussed FAS recommendations on developing competition in the constituent territories of the Russian Federation drafted upon the state as of 1st July 2014.
Approving the Action Plan (the “Road Map”) on “Developing Competition in Khanty-Mansiisky Autonomous District – Yugra” is an important event in 2014 for implementing the best regional practices and will be included in the “White Book” of pro-competitive regional practices of acts and actions adopted and undertaken by the authorities of the constituent territories of the Russian Federation and local self-government bodies in 2014.
