Moldova’s Government to Consider Law on Public Property Ownership
OREANDA-NEWS. July 11, 2014. That was a decision taken during a sitting of the Parity Decentralization Committee, chaired by Premier Iurie Leanca. Participants of the sitting discussed the development of the decentralization strategies for such top-priority sectors as public property, education and social services as well as the outlook for the new local public finance system to be introduced all over Moldova on January 1 2015.
They stressed that the law on public property ownership would establish the procedure for attributing public property to the local public authorities and to the central ones as well as would define a procedure for the public property registration. A working group to draft the law will be accountable to the Economy Ministry. By August 15, the working groups within the Education and Finance Ministries in partnership with local authorities’ representatives are to create a joint group to develop proposals with regard to the appropriate competence management and the ensuring of funding for kindergartens.
To ensure right application of the law on local public finance and to exclude possible risks, a roadmap will be drafted to be implemented for the next 5 months. According to Iurie Leanca, decentralization measures are very important to ensue proper functioning of the state. He demanded that the members of the Committee launch as soon as possible all the projects necessary to spur the process.
The Parity Decentralization Committee includes representatives of the central and local public administrations, MPs and experts. The members of the Committee decided to hold their sittings every month.
