IDGC of Centre Shortens Terms of Connection to Grid in Yaroslavl
OREANDA-NEWS. On July 11, 2014 amendments to the Law "On Urban Planning" will come into force in the Yaroslavl region - a corresponding decree last week was signed by the head of the region Sergey Yastrebov. The document expands the list of facilities, construction and reconstruction of which do not require passing the approval procedures by the relevant authorities. In particular, cables and conductors of 0.4 - 10 kV are now classified so, which in the region are under the control of IDGC of Centre - Yarenergo division. Their inclusion in the list was initiated by IDGC of Centre with a view to optimize the grid connection procedure of consumers, and was the result of agreements between the power company and the regional authorities.
In the Yaroslavl region the volume of housing construction annually increases, more and more investors express their desire to develop their business in the region. In connection with this there is increasing demand for new capacity. At the same time, 90% of all filed in Yarenergo applications for grid connection falls on the 0.4 - 10 kV grid. To satisfy them, in some cases it is required to construct new facilities of the grid infrastructure. Until recently, to obtain the appropriate permits for construction works the power engineers had to perform examination of project documentation and engineering research. These procedures took almost all the time allotted to execute the grid connection contract (four months), and the company suffered additional costs. The adopted amendments allow to solve this problem. According to estimates of the power company, after the abolition of the mandatory approval of the construction the time of execution of grid connection applications, provided implementation of all mandated activities in a timely manner, will be about 45 days.
"This is the first such interaction of IDGC of Centre and the regional authorities to simplify the grid connection procedure for consumers. In the near future, the company intends to extend it to other subjects of the Central Federal District of its service area, so as to contribute to the execution of the resolution of the Russian Government on the need to improve the availability of the grid infrastructure," underlines Deputy General Director for Development and Sale of Services of IDGC of Centre Makar Timofeev.
