FGC UES and FinGrid Oyi Agree to Arrange Accounting of Power Flows
OREANDA-NEWS. Federal Grid Company and Fingrid Oyj (Finland) have signed an agreement for arrangement of accounting of cross-border power flows between 400 kV Vyborgskaya substation (Russia) and Yllikkälä and Kymi substations (Finland). The solemn event was held at Vyborgskaya substation. The meeting was attended by Chairman of the Management Board of FGC UES Andrey Murov, President and CEO of Fingrid Jukka Ruusunen and member of the Management Board of Inter RAO Alexander Boris.
The agreement sets out the procedure of co-operation and information exchange related to the arrangement and technical support of power flow accounting as well as algorithms of calculation of electric power amounts transmitted across the Russia - Finland border. Signing of the document will enable reversing duty operation and foster improvement of relations between the Russian and Finnish counterparts with regard to power metering.
At the meeting, Andrey Murov and Jukka Ruusunen examined the main control board and high-voltage converter unit (HVCU) of Vyborgskaya substation. At the end, a meeting was held to discuss matters of co-operation between UES FGC, Fingrid Oyj and Inter RAO with regard to assurance of bidirectional electric power trade between Russia and Finland.
“Today's agreement has brought us closer to the final stage when electric power supplies from Finland to Russia will begin. For its part, FGC UES has taken every possible effort to ensure bidirectional electric power supplies in a reliable and uninterrupted manner. Electric power import from Finland will be cost-effective for the Russian counterpart in certain periods of a year. Besides, it will help cut the likelihood of disconnection of large consumers in case of accidents at Russian power generating plants", - stated Andrey Murov.
Currently, Vyborgskaya SS runs in a one-way operation mode ensuring electric power export from Russia to Finland. To enable reverse operation, the substation equipment has been substantially upgraded. This has enabled import of electric power with a capacity of up to 350 mW from Finland.
Vyborg converting complex was commissioned in 1980 to enable electric power transmission to Finland. It comprises four HVCU units 350 mW each and three power lines with a voltage of 400 kV. This capacity helps convert and transmit 10-11 bln kWh a year and enables uninterrupted electric power supply to Yllikkälä and Kymi substations.
The first supply of electric power from Finland to Russia occurred during reverse testing in September 2013 in the amount of 2,700 mWh.
