In order to firmly build the philosophy of “scientific development and safety development” and vigorously implement safety development strategy, the State Administration of Work Safety as well as such ministries and commissions as SASAC (State-owned Assets Supervision and Administration Commission), MHURD (Ministry of Housing and Urban-Rural Development), Ministry of Land and Resources and Ministry of Transport, and such authoritative organizations as Qiushi magazine and CCTV constituted a production committee and launched the filming of a full-length documentary Road of Safety Development in October last year. As China Minmetals attaches much importance to work safety and has made achievements in fully implementing work safety responsibility system and innovating safety management, China Minmetals was selected for the filming as the representative of typical state-owned key enterprises.

During the interview, President Zhou said that China Minmetals has been under huge pressure of work safety for covering such high-risk industry fields as non-coal mine, smelting and processing, building construction, geological exploration, logistics and warehousing, and hazardous chemical substances. But China Minmetals has always adhered to the philosophy of Safety Development, has included the concept of “people orientation, safety first” into its operation philosophy with a high sense of responsibility and sense of mission, and has unswervingly taken strengthening work safety as one of core guidelines on management ideas. China Minmetals has always abided by the “red line” and enhanced the awareness of putting work safety first. In the case of contradictions between safety and development and between safety and production, safety always comes first; the principles of “no safety, no production” and “safety first, production second” are always adhered to.

President Zhou also said that China Minmetals has always strengthened the implementation of work safety with a high sense of responsibility for employees’ life and health and has promoted the company’s safety development during industrialization strategy transformation. First, work safety responsibility system was fully implemented by requiring enterprises at all levels to establish and perfect a safety responsibility system that covers all employees, all processes and all aspects based on the requirements of “two responsibilities for one position, same responsibilities for the Communist Party and the government”. Second, routine hidden danger investigation and treatment were conducted, “full coverage, zero tolerance, strict management and practical effect” was strengthened, safety inspection responsibility system was established, and the principle that “whoever inspects takes the responsibility” was strictly abided by, to highlight the effect of treatment. Third, long-term mechanism on work safety management was established, process evaluation was strengthened and “one-vote veto” system on safety accidents was strictly abided by.

President Zhou also said that China Minmetals has focused on intrinsic safety management, made solid progress in promoting production enterprises to create safety standardization work meeting the standard, and strengthened establishment and operation management of “six major systems” for avoiding underground mine safety risk. In terms of outsourcing team management, China Minmetals has focused on solving difficulties in safety management, and required front-line mining construction teams of mine enterprises to gradually reduce the quantity and scale of outsourcing operation teams by adhering to the principle of “relying mainly on our own efforts while accepting outside assistance”, to cancel production operation outsourcing teams within the scope of affiliated mine enterprises in 3 years and to strictly control the quantity and scale of residual mining operations.

While talking of overseas enterprise safety management, President Zhou emphasized that we have actively fulfilled the social responsibilities of state-owned key enterprises, promoted construction of communities and comprehensively promoted management integration by fully relying on local management teams which have laid a solid foundation of safety development for creating a world-class metal mine group.
