E-Governance for Ukraine to Appear within Month
OREANDA-NEWS. July 04, 2014. The use of modern information technology and the introduction of e-Governance in Ukraine will make government work effective, open as well as make services, providing to citizens by public authorities, transparent and accessible. Vice Prime Minister of Ukraine - Minister of Regional Development, Construction, Housing and Utilities Volodymyr Hroisman informed at the "European Model of e-Governance for Ukraine" round-table.
The event was held at the Ministry of Regional Development with the participation of government officials and experts from Estonia, Poland and Moldova who shared their experiences of the best practices of e-governance, being implemented or already implemented in these countries.
"The possibilities of e-governance are very important for Ukraine today, as old tools don’t enable to build a European country", stressed the Vice Prime Minister.
According to him, the implementation of e-governance, first of all, will provide operational feedback and ongoing dialogue between people and power. On the other hand, the provision of services will be transparent and open that will reduce corruption. In addition, services will be available as citizens will be able to obtain them remotely.
"The first thing we need to do is to reduce the number of unnecessary services that are "pressing" people today. We have to give people only what they really need. This will allow us in a different way to build quality relationships between the state and a citizen, to reduce bureaucracy, and the most important thing is to change the quality of decision-making", said Volodymyr Hroisman.
In course of the discussion, Siim Sikkut, National ICT Policy Advisor, Strategy Unit, Estonian Government Office, and Stela Mocan, Executive Director of the E-Governance Centre of Moldova and Mariusz Przybyszewski, Minister Counsellor, Department of Informatization, of the Ministry of Administration and Digitization of Poland presented experiences of their countries on the way forward to reform.
In his turn, Volodymyr Hroisman said that the implementation of several electronic services, which people expect most, to be one of the first tasks of a newly established Agency for e-Governance.
"The Agency should provide an adequate response to the needs of society, and above all, challenges in the fight against corruption. We managed to gather today a team of high quality experts. And I think that by using the capabilities of our international partners, we can unite more professionals in the sphere, who will become a think tank of these processes," he underlined.
Volodymyr Hroisman said the Agency, which will begin full operation within a month, should develop and implement a strategy for e-government in Ukraine.
He also stressed the willingness of donors to provide financial and expert assistance to Ukraine in implementing e-government. "The issue of funding is very large, thus we need to build a network, to create electronic products, to train staff to work in this system. On the other hand, the system will be quickly repaid, because we will not have to buy paper and we can greatly reduce bureaucracy. This is significant budget savings," said the Vice Prime Minister.
