FAS Takes Part in Session of Steering Group of ICN
OREANDA-NEWS. June 30, 2014. Deputy Head of the Federal Antimonopoly Service (FAS Russia), Andrey Tsyganov, took part in a meeting of the Steering Group of the International Competition Network (ICN) in Paris (France).
The session outlined the major projects of ICN Working Groups for the next year and discussed the following issues:
Summing up the results of ICN Annual Conference in April 2014 in Marrakech (Morocco)
Discussing the programme of 2015 ICN Annual Conference (Sydney, Australia), 28th April – 1st May 2015)
Determining the bodies for organizing 2016 ICN Annual Conference (Singapore (the Republic of Singapore), April - May 2016)
Engaging ICN in the work of international organizations (UNCTAD, APEC, etc.) and cooperating with them on the most pressing items on the antimonopoly agenda
Introducing and using ICN products in the work of competition authorities.
Attention of members of the Steering Group was brought not only to the growing number of projects carried out by Working Groups (overall, the annual plans cover more than 30 projects), but also the need to follow up and facilitate introduction of its results in the work of competition authorities.
Since 2006, Russian competition authority is a member of ICN Steering Group, and in 2013 FAS became a co-chair of ICN Operational Framework Working Group. In 2014 FAS was elected a co-chair of Sub-Group on Enforcement Techniques, ICN Cartel Working Group.
FAS also actively provides technical assistance on improving competition law to the competition authorities of Kazakhstan, Kirgizia and Moldova. FAS is the only competition authority – an ICN member that is involved in that many technical assistance projects, which characterizes FAS as an active member of ICN Steering Group.

The International Competition Network (ICN) is the only international organization unifying the authorities of developed and developing countries across the world, involved exceptionally in the issues of antimonopoly policy and competition law enforcement, developing of efficient international cooperation in this field. ICN was formed in October 2001.
Currently ICN comprises 129 competition authorities from 115 countries, including the USA, the EU, and countries of Eastern Europe, the CIS, Latin America, and Asia. ICN cooperates with different international organizations on a regular basis, including OECD, WTO, UNCTAD and associations of counsels specializing in competition law.
