Kazakhstan Approves Agreement with UK on Special Cargo Transit
OREANDA-NEWS. June 27, 2014. The draft law "On ratification of the Agreement between the Government of Kazakhstan and the Government of the United Kingdom of Great Britain and Northern Ireland on transit of cargo / special cargo through the territory of the Republic of Kazakhstan in connection with participation of the Armed Forces of the United Kingdom of Great Britain and Northern Ireland in international efforts to stabilize and rebuild the Islamic Republic of Afghanistan" has been approved at the plenary session of the Majilis.
"This agreement provides for the transit of goods and special cargoes of British side through Kazakhstan by rail and sea routes. Rail transit, this is indicated in the Agreement, will pass through the checkpoints on the border between Kazakhstan and Kyrgyzstan, and Uzbekistan, on one side, on the border with Russia, on the other side. Transit by sea will go through our port Aktau," Foreign Minister Erlan Idrisov said presenting the bill.
According to him, the freight that has no military and hazardous nature only to be carried through Aktau port. Respective lists are available as appendices to the Agreement. Special cargo will be transferred by rail only. Transit permit will be issued by an authorized body - Ministry of Industry and New Technologies. Transportation will be carried out by Kazakh companies. Protection and security of transit will be conducted by JSC "Militarized railway guard". The agreement provides for the right of Kazakhstan to deny permission for the transit, if there are doubts about the compliance of cargo transportation to the conditions of the Agreement or threats to national security.
The agreement was signed in Astana on April 15, 2014.
