OREANDA-NEWS.  June 25, 2014. In Khanty-Mansiisk, FAS, with support of the Government of Khanty-Mansiisk Autonomous District – Yugra and Yugra Chamber of Commerce and Industryб organized a workshop of the regional bodies of the Federal Antimonopoly Service (FAS Russia) in the Urals Federal District.

Attendees included representatives of the Central FAS Office and Regional FAS Offices in the Urals Federal District, federal executive bodies, local self-government bodies and executive bodies of Khanty-Mansiisk Autonomous District – Yugra.

Participants discussed the following issues:

1. “The law on contractual system: new requirements to public procurement” (17th June)

2. Problems of antimonopoly enforcement on the market of airport services; air transportation; and associated services (18th June)

3. Practice of cooperation between FAS Offices in the Urals Federal District with Investigation Departments of the Investigation Committee of the Russian Federation (18 June).

On the first day of the workshop, Deputy Head of FAS Department for Control over Public Procurement, Artem Grinenko, informed participants about the main novations in the law on contractual system and answered questions from the workshop participants on enforcement of the law on the contractual system.

Between presentations, the Head of FAS Department for Control over Transport and Communications, Dmitry Routenberg, had a press-conference where he answered questions from journalists about air and railway transportation and airport services.

An advisor to FAS Department for Control over Public Procurement, Irina Vershinina, made a presentation about “control under the law on contractual system”.

With reference to the declared subject of the workshop, Director of Public Procurement Department of Khanty-Mansiisk Autonomous District – Yugra, Alexander Chepkasov, discussed implementation of the concept of transition to the contractual system in procurement of goods, works and services to support the state needs in Khanty-Mansiisk Autonomous District – Yugra and enforcement practice of the Federal Law “On the Federal Contractual System”.

The Head of Sverdlovsk OFAS, Tatiana Kolotova, made a presentation about “enforcement practice on the contractual system in Sverdlovsk OFAS and the Urals Federal District”.

The first day ended with a presentation of a counsel аt the Headquarters of “Baltika” Brewing Company” Ltd., М. Kalinin, about “Procurement: from practical experience of operations of an economic entity in the regulated industry” and further discussion of the issues.

The second day of the workshop had a more restricted attendance – representatives of the Central FAS Office and Regional FAS Offices in the Urals Federal District, the Chamber of Commerce and Industry of Khanty-Mansiisk Autonomous District – Yugra and representative of business.

First report was given by Dmitry Routenberg on the problems of enforcement of the antimonopoly law on the market of airport services, air transportation and associated services.

Dmitry Routenberg outlined such problems as:

- The level of developing competition on the market of air transportation

- Typical violations (avoiding contracts for ground handling, preventing access of alternative operators to the market, antimonopoly control over pricing)

- Competition in the filed of airport services

- Schemes of organizing the market of services for aviation fuel supplies

- Changes in the rules for non-discriminatory

- The findings of a survey of the state of competition between airports

- Competition between airports in the Urals Federal District

- Measures towards developing markets of airport services, etc.

Dmitry Routenberg emphasized the “need to summarize practices on the market of air transportation” and also raised the issue of “transparency of tariff-setting for air transportation”.

Regional aspects of antimonopoly regulation on the market of airport services, air transportation and associated services were discussed by representatives of Kurgan, Chelyabinsk and Khanty-Mansiisk OFAS Russia.

Deputy Head of the Procurement Control Unit, Khanty-Mansiisk OFAS, Irina Nazarova, highlighted some issues of cooperation between Khanty-Mansiisk OFAS and the Investigation Department of the Investigation Committee of the Russian Federation in Khanty-Mansiisk Autonomous District – Yugra.

Following the workshop programme, Khanty-Mansiisk – Yugra OFAS and the Investigation Department of the Investigation Committee in Khanty-Mansiisk Autonomous District – Yugra signed an Agreement on Cooperation.

The workshop ended with a presentation by Deputy Head of Anti-Corruption Unit of FAS Department for Control over Government Authorities, Tatiana Tuchak, about the practice of cooperation between FAS Offices in the Urals Federal District with the Investigation Department of the Investigation Committee.
