OREANDA-NEWS. June 11, 2014. FAS representatives took part in the Round Table on the “The Future of Municipal Enterprises in the Course of Implementing the “Road Map” for “Developing Competition and Improving the Antimonopoly Policy” organized by the Centre of Constitutionalism and Local Self-Government of Moscow State University with support of the State Duma Committee on federative framework and local self-government issues.

The antimonopoly authority was represented by Deputy Head of the Fiscal Control Department, Elena Rybachenko, and the Head of Administrative Reform Unit of the Fiscal Control Department, Evegeny Utkin. FAS representatives informed the Round Table on the position of the antimonopoly authority with regard to the activities and prospects of unitary enterprises on competitive markets.

“FAS jointly with “OPORA Russia” are elaborating on proposals about state-by-stage removal of companies with state participation from competitive markets. The main objective is to determine the list of priority competitive markets, from which such enterprises should be removed, as well as types of activities and markets where their activities are expedient”, pointed out Elena Rybachenko. “State enterprises undoubtedly must be preserved in those industries where competition is simply impossible. We are not talking full prohibition of formation of such enterprises and their operations”.

Evegeny Utkin discussed with the Round Table participants the influence of the actions of the authorities and companies with state participation upon the level of competition development. FAS representatives gave examples of the most widespread violations of the antimonopoly law. They include alienation of state and municipal property through companies with state participation, assigning the powers of the authorities to such enterprises and granting subsidies in breach of the Budget Code of the Russian Federation.
