FAS Meets with Non-Profit Partnership for Competition Support
OREANDA-NEWS. June 11, 2014. The Federal Antimonopoly Service (FAS Russia) had a joint meeting with the Non-Profit Partnership for Competition Support.
The Head of FAS Igor Artemiev; the Head of FAS Legal Department, Sergey Puzyrevsky; the Head of FAS Analytical Department, Alexei Sushkevich; and the Head of FAS Department for Control over Advertising and Unfair Competition, Nikolai Kartashov, took part in the event.
The basic agenda included:
- Work on the 4th antimonopoly package
- Proposals on introducing changes to the procedures on investigating the antimonopoly law
- Devising the Chapter on Unfair Competition
- Work on Improving No. 220 Order, etc.
In the welcoming address, Igor Artemiev congratulated the Non-Profit Partnership for Competition Support with electing the new General Council Support and its Chairman, Anna Numerova.
“The Non-Profit Partnership has been working for already seven years, and all along your active involvement in legislation and standard-setting brings its effects, while expert opinions are always reasoned and up-to-date". The Head of the Antimonopoly Authority also called upon all members of the Non-Profit Partnership for Competition Support to take part in the events organized by FAS Russia.
Sergey Puzyrevsky talked about coordinating the 4th antimonopoly package with the interested federal authorities and the business community. “On 4th June we submitted a coordinated draft law to the Government of the Russian Federation. The most discussed issues of the package were the rules for non-discriminatory access applied to entities that are not natural monopolies on highly-concentrated markets. The second issue was adopting antimonopoly regulation to intellectual property facilities. The antimonopoly law does not regulate relations for use of exclusive rights, and apply only to the field of goods circulation”, commented the Head of FAS Legal Department, Sergey Puzyrevsky.
Tatiana Kamenskaya and Nikolai Kartashov discussed drafting a new Chapter on unfair competition, and pointed out that in the near future regulatory impact of the changes to Article 14 of the Federal Law “On Protection of Competition” would be evaluated.
In conclusion of the meeting, it was decided to form several Working Groups on developing certain areas of antimonopoly regulation. Igor Artemiev also invited members of the Non-Profit Partnership to take part in the next Presidium of FAS Russia.
