Kazakhstan Enhance Competitive Environment in Construction Projects
OREANDA-NEWS. June 09, 2014. Options for the mandatory assessment of construction projects will be transferred from monopolistic sphere to competitive environment.
It has been announced by First Deputy Minister of Regional Development Kairbek Uskenbayev presenting the bill "On amendments and additions to some legislative acts of Kazakhstan on reforming issues of expert activity in the area of designing construction projects" in Majilis.
He explained that currently about 80% of project documentation are considered in RSE "Gosexpertiza", which is subject to a state monopoly.
"The remaining 20% are considered by market of expert works. In this regard, the developers were tasked to ensure the legislative development of a competitive environment. So, the expert work volume is carried out by market entities at the first stage by 2015, will be brought from the current 20% to 50%," First Deputy Minister of MRD said.
Volume of expert work carried out by market entities will amount to 90% in the bill at the second stage that by 2020.
K.Uskenbayev noted that the bill is primarily aimed at increasing effectiveness of the project assessment in the design of construction projects by creating a full, competitive market of expert works in Kazakhstan. The concept provides for increased personal responsibility of certified experts and expert organizations responsible for quality of the examination in pending construction projects.
Also phased transfer of functions for the mandatory assessment of construction projects from monopoly into the sphere of competitive environment is being provided.
