OREANDA-NEWS. June 09, 2014. FAS completed analysis of competitive environment in customs services, carried out in accordance with the instructions from the Government of the Russian Federation “On Analysis of the Markets of Customs Services”.

FAS drafted reports on 4 markets of customs services: providing temporary storage warehouses, customs warehouses, services of customs agents and customs carriers. The geographic boundaries of the market surveys were the Russian Federation.

The antimonopoly body analyzed information obtained from the Transport Committee of the State Duma of the Federal Assembly of the Russian Federation, the Federal Customs Service, “Business Russia” National Non-Governmental Organization, Russian Union of Industrialists and Entrepreneurs, “ROSTEK” Federal State Unitary Enterprise and more than 900 economic entities operating on the markets of customs procedures. In addition, FAS organized meetings with market participants and experts in this field.

As a result of the undertaken efforts, FAS experts determined the shares of economic entities operating on the markets in question: established presence of persons affiliated with “ROSTEK” (subordinate to the Federal Customs Service) on the markets of services rendered by owners of temporary storage warehouses, customs warehouses and customs carriers.

According to the obtained data, “ROSTEK” group of persons controls the largest share on the markets of services of temporary storage warehouses and customs carriers. From QIII 2012, the scope of services rendered by the group members has decreased dramatically, which means that the overall share of “ROSTEK” group of persons on the markets in question reduced. FAS also points out that at the end of 2013 the level of monopolization on the above markets was low, indicating developed competition.

“The survey is of the key importance for determining the vector of competition development and executing the measures outlined in the Roads Maps for “Developing Competition and Improving the Antimonopoly Policy” and “Improving Customs Administration”. The results of this work will be used to improve antimonopoly control and develop competition on the markets of customs services. FAS will continue the dialogues with the business-community and the interested authorities to devise proposals towards developing competition in the field”, pointed out the Head of FAS Fiscal Control Department, Vladimir Mishelovin.
