FAS Participates at Resolving Antimonopoly Disputes Conference
OREANDA-NEWS. June 04, 2014. “Resolving Antimonopoly Disputes in the Russian Federation” Regional Research-to-Practice Conference in Tyumen took in Tyumen at the Federal Arbitration Court of the West-Siberian District. The Conference focused on elaborating unified enforcement practice on the issues of the antimonopoly law.
The venue was chaired by Vladislav Ivanov, the Chairman of the Federal Arbitration Court of the West-Siberian District, and Anatoly Golomolzin, Deputy Head of the Federal Antimonopoly Service (FAS Russia).
Attendees included representatives of Tyumen Regional Arbitration Court, the Arbitration Court of Khanty-Mansijsk Autonomous District – Yugra, the Federal Arbitration Court of the West-Siberian District, as well as the Heads and specialists of Sverdlovsk, Kurgan, Yamalo-Nenetsky, Novosibirsk, Chelyabinsk and Omsk OFAS Russia. The Head of FAS Legal Department, Sergey Puzyrevsky, Deputy Head of FAS Department for Control over Electric Power Industry, Aleksei Voronin, and the Head of Judicial Unit, Daria Ognevskaya, were among the Conference speakers.
At the venue there was a video-conferencing with the Arbitration Courts of Yamalo-Nents Autonomous District, of Khanty-Mansijsk Autonomous District – Yugra, the Novosibirsk region, the Kemerovo region, the Altai region, the Republic of Altai, and the 7th and 8th Appeal Courts, involving judges along with specialists from regional FAS Offices.
“The subject of the today’s discussion was the problems of sectoral specifics of defining product and geographic boundaries on the markets of electric power industry, transport, gas for the purposes of investigating cases on violating the antimonopoly law as well as issuing determinations on imposing fines. Judges and antimonopoly officers presented cumulative judicial practices, including procedural questions as well as the essence of the cases on technological connection, abuses in retail markets of electric power, specifics of cases for manipulating prices on the wholesale markets of electric power, practices of cases for servicing residential-houses gas equipment, etc. Special attention was paid to law-making issues. In particular, judges supported FAS initiatives on prejudicial appealing of OFAS decisions at the Central FAS Office. The meeting was productive and it was decided to organize a similar event next year”, summed up Anatoly Golomolzin.
