FAS, WB Discuss Developing Competition
OREANDA-NEWS. June 02, 2014. The Head of FAS Fiscal Control Department, Vladimir Mishelovin, and his Deputy, Elena Rybachenko, had a meeting with a lead economist of the World Bank, Alvaro Gonzales, and a financial analyst of the World Bank, Lawrence Key. The meeting focused on developing competition at the regional level.
FAS representatives discussed the Standard for developing competition in the constituent territories of the Russian Federation devised in accordance with the Action Plan (“Road Map”) on Developing Competition and Improving the Antimonopoly Policy”.
Antimonopoly officers pointed out that the regional Standard for developing competition includes target sectoral indices, such as developing competition in pre-school services, medical services, housing-and-utility services, retail, ground passenger transportation, access to the Internet services, as well as system-wide indices: developing competition in public procurement, improving the control system over state property and restricting an impact of state-run companies upon competition.
Vladimir Mishelovin also emphasized that following the instructions given by First Deputy of the Chairman of the Government of the Russian Federation, Igor Shuvalov, FAS shall assist pilot implementation of the Standard in the Republic of Tatarstan, the Khabarovsk, Volgograd, Nizhny Novgorod and Ulyanovsk regions and in St Petersburg.
According to the FAS officer, such joint efforts provide for close cooperation between FAS, the Heads of the constituent territories of the Russian Federation and representatives of business community, creating mechanisms of public control over the measures aimed at developing competition in the region.
In their turn, representatives of the World Bank shared their experience of implementing regional projects. Summing up, the parties expressed an intention to continue cooperation.
