Moldova Removes Constraints to Business Environment
OREANDA-NEWS. May 23, 2014. The Economics Ministry presented a roadmap on removal of constraints to the business environment at a cabinet meeting, the government’s communication and media relations department has reported.
The main achievements were: improvement of the normative framework, which regulates the entrepreneurial activity at each stage of the life cycle of a business, and creating friendly conditions for development, with a string of laws being passed, government and department normative documents approved.
Thus, the Fiscal Code, State Fiscal Service and Customs Service have been changed. As a result, the term for paying the VAT and customs duties was extended to 180 days after the import of raw material, materials, accessories, primary packaging and accessory articles, used to exclusively produce goods for export.
At the same time, the government got a cut of 3.5-per cent and 6-per cent, respectively, in physical controls for import and export, against January 2014. The cabinet set a maximum time of 20 minutes for the clearance of customs declarations on “green” corridor and extended the work programme for 11 customs checkpoints from 8.00 till 20.00 on the entire week.
The government also was removed the procedure of "opening a temporary bank account and depositing at least 40 per cent of the social capital of the company” from the procedure of opening an enterprise. The cabinet introduced the e-licensing, simplified the procedures to get permissive documents in constructions, which allow reducing the number of procedures from 26 to 12, duration from 291 to 70 days and costs from 17,270 lei to 5,329 lei.
Deputy Prime Minister, Economics Minister Valeriu Lazar said most difficulties were identified in the opening of “single desks” within the authorities issuing permissive documents. Thus, of the 57 permissive documents, for which 15 authorities are to obligatorily open “single desks”, only nine institutions developed regulations on work for 26 permissive documents by 15 May 2014. The greatest concern is that the Agriculture and Food Industry Ministry, which is in charge of setting the “single desks” for the issuance of 26 permissive documents, has not reported on the implementation of the necessary actions so far.
Lazar asked to consolidate the joint work of the State Chancellery and ministries, in order to promote normative and legislative acts. Among these there are: revising the labour legislation, to improve the business environment, working out a mechanism, „a single account of the taxpayer,” and revising the fiscal laws.
