Kazakhstan Approves in 1st Reading Bill on Housing Relations
OREANDA-NEWS. May 23, 2014. Majilis has approved in first reading the draft law "On amendments to some legislative acts of the Republic of Kazakhstan on issues of housing relations".
The main purpose of the bill is to improve the housing legislation through the identification and elimination of contradictions, gaps and conflicts between the provisions of the Law "On Housing Relations" and legislative acts, as well as elimination of regulations that promote corruption offenses.
Consequential amendments approved in first reading supplement the Code of Administrative Offences with newly elements of offence in the field of housing, in terms of administrative responsibilities of condominium object management organs.
Under the bill it is also specified the procedure for privatization of houses by citizens who participated in the coupon privatization. As is known, the citizens of Kazakhstan may privatize on the republic’s territory only one house from the public housing fund. Along with this, the privatization of housing was carried out through coupon mechanism until 1996. In accordance with the new amendments, privatization of housing carried out previously through coupon mechanism will not be grounds for denial of the right to housing privatization.
In order to ensure transparency in the issue of public housing, securing obligations of Akimats to publish in printed press and online resources lists of citizens who are in the waiting list and who have obtained housing is one of the new development in the bill.
