OREANDA-NEWS. May 19, 2014. Government of the Republic of Kazakhstan adopted the Resolution "On Amendments and Additions to the program of modernization of Public Utility of the Republic of Kazakhstan for 2011 – 2020" as of 29 April 2014. The amendments are intended to improve the effectiveness of the Program, to facilitate the participation mechanisms of the population, as well as to improve the mechanism for its implementation.

Standard kinds of works on repair of the common property have been set in accordance with the new changes. Thus, citizens can choose the maximum or minimum type of work while conducting an overhaul work. In this case, the minimum type of work includes the repair (heat insulation) of the roof, porch and basement of a house, the maximum type of work - repair (heat insulation) of the roof, porch, basement, facade, lift repair (if available).

One of the important mechanisms to facilitate public participation in the program is pre-payment exception of owners of accommodations (apartments) provided at a rate of 3%, 5% and 7%. Such measures have been taken in view of the fact that many residents have difficulties to accumulate initial pledges in a short time and, accordingly, their home is not subject to participation in the Program. These changes will be applied to incoming requests to repair homes this year already.

In redraft of the Program repair of apartment houses will be carried out by the same mechanism where specialized authorized organizations (LLP) conduct repairs independently or through subcontractors. Competitive procedures for the selection of subcontractor are excluded, so that tenants of homes are in charge of the choice of a subcontractor.

Now, installation of automated control systems of heat consumption (AHC) and heat meters is a compulsory condition when carrying out a range of works on thermomodernization of the building. AHC installation allows to save heat energy up to 30% of total heat consumption, to replace outdated equipment of heat points that has reached its deadline, to improve indoor comfort by maintaining a constant temperature, to improve service quality of hot water by maintaining a constant temperature of hot water. Installation of heat meters allows to identify the amount of supplied heat to the house, to control the volume of consumption, heating quality parameters (pressure, temperature, etc.), to identify leaks in heating systems of the house. Adopted measures aimed at achieving more efficient energy consumption, its automation and saving.

The program also provides for reformation and development of the heating sector. Program’s new section "Reformation and development of the sector for boiler exploitation up to 100 Gcal / h" addresses issues of reformation and modernizing of equipment on boilers with capacity to 100 Gcal / h. Ministry of Regional Development of the Republic of Kazakhstan will continue to work on reformation in this direction.
