OREANDA-NEWS. May 08, 2014. The Federal Antimonopoly Service (FAS Russia) investigated a case upon elements of violating the antimonopoly law by “MTS” OJSC. The cellular operator prevented porting the numbers of the Federation Council of the Federal Assembly of the Russian Federation to “Megaphone” for a new contract for mobile wireless communications (MNP) (Article 14 of the Federal Law “On Protection of Competition”).

Investigating the case, the FAS Commission, apart from violations of Article 14, found that actions of “MTS” OJSC had elements of violating Clauses 3 and 5 Article 10 of the Federal Law “On Protection of Competition”.

“MTS” OJSC issued a warning to consider a request of the operator - recipient for porting the numbers of the Federation Council of the Federal Assembly of the Russian Federation in the prescribed manner and exercise the procedures required to port numbers by 10 June 2014.

“Actions of communication providers to refuse number porting not only infringe subscriber rights but also restrict competition on the market of communications services and shall be suppressed by the antimonopoly body”, pointed out the Head of FAS Department for Control over Transport and Communications, Dmitry Routenberg.
