Ingosstrakh Insures More Than 19,000 Hazardous Facilities
OREANDA-NEWS. Premiums collected by Ingosstrakh Insurance Company from the insurance of civil liability of the owner of hazardous facilities for injuries caused by an accident at the hazardous facility (OPO compulsory insurance) under the Federal Law No. 225-FZ in 2013 amounted to RUB 910.7 m, including RUB 787.2 m in direct insurance and RUB 123.5 m in incoming reinsurance.
Ingosstrakh Insurance Company had the 4th place in this segment of insurance, with the market share of 8.6%. This result was achieved primarily due to the company's active work throughout Russia, involvement of agents and intermediaries and development of these sales channels, as well as through comprehensive cooperation with major federal and regional companies.
At the end of 2013, Ingosstrakh Insurance Company had a sufficiently differentiated portfolio of OPO clients. The majority of the insured objects are large industrial enterprises of chemical, metallurgical, mining, food and agricultural industries. However, a significant amount of premiums collected by the insurance company comes from small and medium enterprises throughout Russia, such as boilers, gas consumption and gas supply systems, petrol stations, warehouses of fuel and lubricants, oil depots and other hazardous facilities. Among state-funded organizations, the majority of OPO clients in the company's portfolio are educational and administrative organizations, governmental authorities, health care facilities and culture institutions.
In 2013, the establishment of the compulsory OPO insurance market was finalized, as it was the year when contracts were concluded with those commercial enterprises operating in hazardous facilities that for some reasons had not done so in 2012, and also by state-funded institutions and enterprises. The preliminary estimates predicted that market for compulsory OPO insurance reaches RUB 12-14 bn, but at the end of 2013 its volume barely exceeded RUB 9 bn: insurance was provided for 64.6% of the OPO, 92.8% gas stations, 82.2% GTNs, and 78.6% of elevators (of the total number of facilities in each group).
Approximately 850 accidents occurred in 2012-2013 in Russia, in which 510 people were killed and more than 720 suffered injuries. In 2013, Ingosstrakh Insurance Company made payments under OPO contracts in the amount of RUB 24 m, including RUB 21.5 m for direct insurance and RUB 2.5 m in incoming reinsurance. The company paid insurance compensation in the amount of RUB 2.025 m to the family of the employee of hydroelectric power station who was killed in the explosion at the top of the dam during the works on the facilities. Payment of RUB 1.18 m was received by an employee of a mineral fertilizers industrial plant injured in an explosion at the facilities. Ingosstrakh Insurance Company paid more than RUB 9 m to the Children School of Arts named after G. V. Sviridov in St. Petersburg due to the damage to the school's property as a result of the accident at the thermal network facilities. At the end of 2013 Ingosstrakh Insurance Company made first payments to the victims of the explosions of ammunition on the Privolzhsky State ammunition proving ground in the Samara region. According to preliminary estimates, the total amount of insurance payments to the victims of the accidents will be RUB 10 m.
To recall, pursuant to the Federal Law No. 225-FZ “On Compulsory Liability Insurance of an Owner of a Hazardous Facility against Damage Resulting from an Accident at the Hazardous Facility” (hereinafter the Federal Law No. 225-FZ), the insurance of civil liability of the owner of hazardous facilities for injuries caused by an accident at the hazardous facility became compulsory in 2012. Budgetary enterprises that operate hazardous facilities have been subject to compulsory insurance requirements since January 1, 2013.
