OREANDA-NEWS. April 29, 2014. The Interior Ministry wants to make it easier for large investors to get an Estonian residency permit.

Currently, foreigners who invest 65,000 euros into a business - at least 16,000 euros in the case of self-employed and sole proprietors - are eligible for a residency permit for business purposes.  There's quite a bit of red tape and scrutiny, however.

Most investors limit their investments to around that amount - 90 percent of foreigners seeking a residence permit on the basis of money invested have placed under 100,000 euros into the economy.

Officials want to increase the share of those investing more than a million euros. 
Under a bill drafted by the ministry, background checks would remain tough but the other requirements would become more flexible.
