Banking Sector Must Actively Involve Small and Medium Enterprises
OREANDA-NEWS. All-Russian Forum and Exhibition “Goszakaz” has been opened in Moscow by Moscow Mayor Sergey Sobyanin. This year, the Forum is devoted to Federal Law 44-FZ “On the contractual system in the area of procuring goods, work and services for public and municipal needs” which came into force recently.
At the plenary meeting of the Forum “Contractual system in the area of procurement is a step towards the future. Myth or reality?” Mikhail Kuzovlev, President and Chairman of the Management Board of the Bank of Moscow, noted that the adoption of 44-FZ must take the system of public procurement to a new level. Thus, according to the new law, public customers today must procure at least 15% of the total annual volume from small enterprises and socially-focused non-profit organisations.
“I believe that the national banking system must become one of the key elements of the infrastructure of the Federal Contractual System, as it is banking services that help to ensure control and transparency, to cut expenditures and final cost of a contract, to booster competition, and to simplify public procurement,” said M. Kuzovlev. “I should emphasise that funding of public procurement is a strategic area of activity of the Bank of Moscow. Today, our main aim is to actively contribute to the involvement of small and medium enterprises in the contractual system.”
This is the tenth Forum and Exhibition “Goszakaz” held in Moscow. This year, the participants are planning to discuss the most urgent issues related to the mitigation of transition period risks and the adoption of 44-FZ. These issues include the improvement of the legal and regulatory system in the area of public, municipal and corporate procurement, ensuring control over spending of budgetary funds, raising the effectiveness and reliability of financial instruments used within the public procurement system, engaging medium and small enterprises in the contractual system.
