Moldova to Improve Business Climate
OREANDA-NEWS. April 25, 2014. This measure was discussed at a working sitting chaired by Premier and held to consider reforms provided by the matrix of competitiveness development policies.
In this respect, by the end of May, the government is going to approve 29 regulatory enactments to make the business environment in the country more predictable, to create equal conditions for competitors and reduce regulations observation costs, consolidate sustainability of the financial sector, enhance transparency, broaden access to lending and ensure transparency of public investment.
In particular, at sittings of the government 20 bodies authorized to control economic entities will push forward sectoral methodologies to create the State Control Register to ensure predictability and transparency of inspections conducted by various controlling establishments. As the Register is launched, the controlling bodies will have to report on the inspections to be carried out and these reports will be published. The matrix also stipulates reforms for consolidation of the financial sector sustainability.
The matter concerns amendments to the law on capital market to provide more effective protection to shareholders and investors on the security market of Moldova; amendments to the mortgage law to allow the pledge of movable assets for having access to lending; adoption of the resolution to make all public establishments and stock associations with the dominant government’s shareholding obtain credits through open auctions. Implementation of these reforms has been supported financially and technically by the World Bank as essential for business circles and civil society of Moldova.
Controlling functions have been delegated to the following bodies: the National Fund of Social Insurance; the Public Health Supervision Service; the Pharmaceutical Inspectorate under the Agency for Medications; the Permanent Drug Committee, the National Healthcare Insurance Company; the National Agency for Food Safety; the State Environmental Inspectorate; the State Construction Inspectorate; the State Supervision Inspectorate for Alcoholic Products; the Tourism Agency; the Agency for Consumer Rights Protection; the National Motor Vehicle Agency, the Civil Aviation Department; the State Energy Inspectorate; the Ministry of Information Technologies and Communications; the State Labour Inspectorate; the Agency for Land Affairs; the State Emergency Service; the State Inspectorate for Hazardous Facility Technical Supervision; the Licensing Chamber.
