OREANDA-NEWS. April 16, 2014. At the Federal Antimonopoly Service, Deputy Head of FAS, Andrey Tsyganov, presented the White Book and the Black Book on pro-and anti-competitive regional practices in 2012 and 2013.

In 2013, under the Road Map for “Developing Competition and Improving the Antimonopoly Policy”, FAS put forward an initiative for drafting books that would reflect the best practices of the authorities of the constituent territories of the Russian Federation and local self-government bodies, facilitating development of competition, as well as the worst regional practices of anti-competitive nature.

In 2014 the idea was embodied. FAS together with its regional offices, drafted materials with symbolic titles: the “White Book” and the “Black Book”.

As pointed out Andrey Tsyganov, if regional practices are presented only in the White Book, it does not mean that the region is “a true angel”. The Black Book simply comprises only those cases that have not been appealed or if the legal proceedings are completed.

Overall, the Books were drafted to prevent violations of the antimonopoly law and extrapolating the best competition advocacy practices. They represent a certain Code of Practice for the regional and local authorities. On the one hand, it is possible to learn from someone else’s mistakes; on the other, adopt the best practices from the neighboring regions.

In the near future the Books of pro-and anti-competitive practices will be published at FAS official web-site.

“We would like to form an on-line portal based on the While Book and the Black Book, which will publish the best pro-competitive practices of the constituent territories of the Russian Federation and local self-government bodies, as well materials on the issues of implementing the regional standards for developing competition in the constituent territories of the Russian Federation, that are directly specified in the Road Map”, said Andrey Tsyganov.
